In short, AHCA is saving taxpayers at least several hundred billion dollars by eliminating an enhanced federal match rate that was both iObamacare’s enhanced federal matching rate is a bad idea: states vary greatly in their willingness-to-pay for the medically indigent; it privileges able-bodied adults over more vulnerable citizens; it put a one-way cost-driving ratchet on steroids. The AHCA eliminates this misguided provision.
